Head of Election Services

An exciting opportunity has arisen for an experienced and proficient Interim Electoral Services Manager to join our dynamic team.

This role encompasses a pivotal position responsible for overseeing and managing all aspects of electoral services within South Gloucestershire.

The successful candidate will play a crucial role in the strategic planning, execution, and coordination of electoral activities, ensuring the efficient and effective provision of electoral registration, referenda, and various elections.

Location: Bristol

Job Role/Responsibilities:

  • Oversee the provision of all electoral services, including registration, conducting referenda, various elections, and boundary reviews in collaboration with the Council's Electoral Registration and Returning Officer.

  • Lead the election management team, contributing to election planning, and delegating tasks to the core team.

  • Ensure the successful delivery of Police and Crime Commissioner Elections and prepare for potential snap Parliamentary Elections.

  • Manage the core elections team through implementing final tranche 2 changes under the Elections Act 2022.

  • Plan, organize, and manage statutory requirements and processes relating to electoral registration and conduct of elections while promoting democratic participation.

  • Manage election projects with values ranging from £250,000 to £1 million, understanding that errors could lead to legal actions and personal liability for the Returning Officer.

  • Anticipated commitment of 2 days per week outside the election timetable and 4-5 days per week during the election timetable, with extended hours on critical election days.

  • Predominantly office-based role (please refer to the attached role profile for additional details).

Knowledge/Experience required:

  • Demonstrated ability to lead strategic planning, project management, and operational delivery of registration activities and elections.

  • In-depth knowledge and understanding of electoral laws, regulations, and procedures, including cross-boundary issues in Parliamentary Elections.

  • Proficiency in Xpress software and relevant government portals.

  • Responsible for financial matters related to elections, including preparing election accounts and liaising with relevant authorities for reimbursements.

  • Strong GDPR knowledge and understanding of data sharing agreements, Privacy Notices, and the ICO's role within Electoral Services.

  • Practical experience in managing Police and Crime Commissioner Elections and ideally cross-boundary Parliamentary Elections.

  • Leadership experience in managing staff within the electoral function.

  • Experience in developing training materials and conducting training sessions for various audiences, including senior staff and casual election workers.

  • Knowledge of and ability to implement tranche 2 changes under the Elections Act 2022.
