Job Title: Property Development Programme Manager
Location of the job: Southwark, SE1 (hybrid working)
Contract type: Temporary contract
Weekly hours: 35 hours per week
Working hours: Monday To Friday standard office hours
Start date: ASAP
Rate: £300 - £320 per day depending on experience

Our client is seeking a dedicated and experienced Development Programme Manager to provide effective risk management and oversight of our development and investment programme, which is valued at over £1 billion.

This role is pivotal in maintaining a robust and controlled environment underpinned by systems, policies, and procedures, ensuring the success of our projects.

The Development Programme Manager will play a crucial part in delivering quality analytical information to support colleagues in Development and Property Analytics and will lead reporting efforts for the GLA and Homes England programmes.

Outputs & Accountabilities:

  • Prepare and present comprehensive reports and recommendations to the Development Investment Group (DIG) or the Group Investment Committee (GIC) on all projects.

    This includes development status, investment commitment, risks and delays, cost overruns, latest expected revenues, and any other issues that may impact the financial viability of projects (current and pipeline).

  • Lead monthly Programme Management Board meetings, including the preparation of management information, collaboration with Project Managers to ensure accurate reporting, and prompt resolution of actions.

  • Effectively manage risks and issues associated with the development programme.

  • Collaborate closely with the Policy and Programme Director to develop a suite of reporting that supports executive decision-making and provides insights into the performance of the development programme.

  • Work closely with the Development Finance team to report on the cashflow position of the programme.

  • Take the lead in Development for all internal and external statutory reporting.

  • Prepare and provide monthly reports to DIG or GIC on forecast development activity, along with an analysis of projected development commitment and financial impact.

Grant Programme Management:

  • Support the Grant Programme Manager as needed.

  • Run and monitor reporting on grant-funded units.

  • Maintain up-to-date knowledge of the GLA and Homes England programmes.


  • Provide line management for the Programme Team.

  • Formally deputize for the Associate Director of Programme at all internal and external stakeholder meetings across the Programme Management division.


  • Extensive knowledge of both social housing and possibly the wider residential sectors.

  • An expert understanding of social housing development, housing management, and regulatory requirements.

  • Familiarity and experience in operating the IMS and OPS systems.

  • Efficient and productive operation within defined decision-making processes.

  • Proven financial management skills related to housing schemes in general.

  • Experience in operating Investment Management systems.

  • Demonstrated ability to maintain trustworthy relationships with Homes England, the GLA, or similar organizations.

  • Effective project management and risk management skills.

  • Substantial experience in contract management.
