A client within the Public Sector based in Greater Manchester is currently recruiting for a Project Manager / Technical Highways Specialist to join their team as soon as possible.

The client is offering a full time, temporary position on an ongoing basis with the ideal candidate having experience of working within a local authority within a highway's environment.

The Role

Key purpose of the role is to manage the pipeline of highway infrastructure projects including multi-million-pound capital funding over the next five years including Active Travel Fund, City Region Sustainable Transport Settlement, Levelling up Fund

Key responsibilities will include but not be limited to:

• Develop future highway infrastructure projects through RIBA stages 0-2


• Provide specialist highways support to various internal departments and external partners to ensure that decision making is joined up and aligns with Manchester's aspirations for the highway network

• Lead on HS2, providing technical responses on behalf of all highways functions and managing highways work packages to support MCC more widely in its response to HS2 proposals

The Candidate

To be considered for this role you will require experience of early development of highways projects including contract management and commissioning and ideally programming experience on Microsoft Project.

The below skills would be beneficial for the role:

• Experience working in a local authority environment where projects are developed with colleagues from across the organization and with other key partners.


• Strong communication skills and experience of working with a wide range of stakeholders and partners.


• Experience in Business Case development for major capital infrastructure projects.


• Commercial experience - managing project budgets, developing high level cost estimates suitable for early RIBA stages.

The client is looking to move quickly with this role and as such are offering £30 - £40 per hour Umbrella LTD Inside IR35.
