The Portfolio Test Manager has responsibility for ensuring all IT capabilities delivered to CTP meet the quality expectations of the end-users; in terms of their function, appearance, usability, and performance, whilst also ensuring they are secure, accessible, reliable and resilient.


Location:Hybrid 1 day a week in SW6


Pay:£350-£650


12 month contract

Skills/Experience:
The Portfolio Test Manager role demands a certified IT professional with 10+ years' experience of managing the testing across large, complex, multi-million pound National IT delivery projects and programmes, as well as an awareness of the unique demands and specific challenges of working within the counter-terrorism (CT) or policing domain.
The Portfolio Test Manager must have knowledge and experience, both technical and business-oriented, of existing MPS SO, CTP, UKIC, and wider HMG systems is required.
Whilst requiring demonstrable expertise in test management, this role also demands a breadth of knowledge in allied disciplines e.g., project management, release management, performance testing, test automation, computer networking, security testing, and solution architecture.
The role-holder has responsibility for leading a large team comprising 15+ direct reports, ensuring it is suitably resourced at all times with the skills and capabilities needed to support delivery; experience of line management, recruitment, selection, and the professional development of staff is required.
They must be cognisant of the unique constraints presented by the counter-terrorism (CT) domain; this extends to the policies and rules governing the design, development, verification and validation of highly-secure National ICT solutions; ensuring the testing is always proportionate, is based on recognised industry standards and good practices, and is reflective of the organisation's core CT mission.
The role-holder is expected to hold professional BCS/ISTQB certifications in software testing, test management and also in programme and project management (i.e., PRINCE2, MSP and DSDM Agile), and IT Service Management (i.e., ITILv4); they must have a proven track record of successfully delivering the end-to-end testing lifecycle across both traditional delivery (e.g., Waterfall or V-Model) and Agile-based projects.
Though a senior management role with a strategic focus, they must be technically skilled and prepared, when required, to play an active, hands-on role with a good working knowledge of modern defect management (e.g., Jira, TestRail) and collaboration (e.g., SharePoint, Confluence) tools.

Qualifications Required:
Educated to Bachelor's degree level, preferably in Computing Science or Information Technology (or an equivalent subject of study).
Expert or Advanced Level Certification in Test Management awarded by a recognised exam board (e.g., ISTQB or BCS).
Practitioner Level Certification in Project or Programme Management awarded by a recognised exam board (e.g., AMPG or PMI).
Practitioner Level Certification in Agile Project Management (e.g., DSDM Agile or similar) awarded by a recognised exam board (e.g., APMG).
ITIL v4 Foundation Level Certification in IT Service Management.

Desirable Qualifications:
Master's degree in Information or Cyber Security, preferably a NCSC-certified degree course.
Certification in Agile Testing or similar course, awarded by a recognised exam board (e.g., ISTQB or BCS).
Certification in Security Testing awarded by a recognised examination board (e.g., ISTQB or BCS).
