Rail Project Manager

A Local Authority based in Kent is looking for a Rail Infrastructure Project Manager to join their team.

This is a full time, temporary ongoing agency role and the successful candidate will have a full degree level qualification, extensive experience in Rail Projects, extensive experience with Infrastructure projects and ideally experience in a similar local authority or housing role.


The main purpose of the role is to ensure the successful implementation and delivery of the New Routes to Good Growth Housing Infrastructure Fund (HIF) rail project.

Lead on delivery of specific projects, ensuring effective quality assurance across the HIF rail scheme, including but not exclusively; design/GRIP process, necessary possessions, physical delivery of the new station, land acquisitions, necessary procurement of rail service and rolling stock providers, and management of partner consultants and contractors.



The successful candidate will need to demonstrate the following;


Demonstrable and relevant experience of working with or within Network Rail in delivering rail infrastructure and/or stations.


Demonstrable experience of working with NR and train operators in property matters including air rights and station land.


Demonstrable experience of managing staff and multi-faceted work streams simultaneously, and acting as client liaison between the technical team, contractors and consultants


Experience of developing policy/strategy relating to development and regeneration.


Experience of managing complex and substantial capital programme budgets


Track record in programme management, sustaining monitoring and funding claims and reporting



The main responsibilities associated with this role are as follows;


Develop and deliver a plan on the use of the station land including building above and around the station as appropriate looking at commercial, parking and any relevant/viable uses.


Work closely with the HIF Programme and Partnerships Manager in the engagement of land owners, statutory consultees and other stakeholders, and the development of a communications plan for the rail scheme.


Lead on the detailed programme management of the HIF rail scheme to ensure the critical milestones and outputs are achieved, whilst interfacing with the Highways and SEMS (Strategic Environmental Management System) programmes; Lead on the engagement with statutory consultees and stakeholders.


Develop and agree a clear plan to run rail services beyond the delivery deadline of March 2025, co-ordinating and supporting any funding bids required to make the service viable.


Lead on the management and monitoring of the £64m budget for the HIF rail scheme delivery, plus core costs and fees to ensure comprehensive and accurate records are kept and authorised in accordance with audit rules.



The client is looking to move quickly with appointing to this position and as such is offering an hourly rate of £25 - £30 p/hour Umbrella Ltd (Approx.

£620 - £720 p/week NET after deductions).
